First of all, snow village is free to enter, being no npc created for it yet, you have to get a dm to help your character get started there.
and....
Heres the thing... only Snow Shinobi can manipulate ice to use ice jutsu, meaning if you did not start out in snow village, you cannot use ice jutsu.
So even if you have wind + water, you cannot learn/use ice jutsu unless your of houytan (or however its spelled) bloodline.
ice jutsu is and is not an element... ice jutsu is an element if you have a bloodline that, you know.. makes it one. Such as those hyotans. They can actually make ice and manipulate it, where as, snow ninja can only manipulate it.
You can however, learn fusion jutsu's that are listed as "wind + water" if you have both those elements. But note these would be listed under wind and water, not under the ice jutsu section, all things mentioned in that section, are strictly Ice Element.
